IBP Officer-in-Charge Justice Santiago M. Kapunan (Ret.) and DepED Secretary Mona Dumlao-Valisno sign the Memorandum of Agreement between IBP and DepED for the provision of free legal assistance to public school teachers who will serve as BEI’s during the May 10, 2010 national elections, and who will come into conflict with the law while performing their duties.  Acting as witnesses to the signing are (standing from left) Hon.
