Memo on 2021 Elections of Chapter Officers

The Supreme Court en banc approved voting in person OR online during the election for Chapter Officers on the last Saturday of February 2021, as well as the guidelines therefor. Queries, concerns, clarifications, and suggestions were considered as inputs by the 24th Board of Governors in the formulation and adoption of the frequently asked questions (FAQs) information material.


    We are thankful for the support to and affirmation of the significant levelling up in the way we do things. As we have been advocating for the use of technology to do JUSTICE BILIS and we now have online MCLE, online pleadings, e-warrants, e-subpoenas, e-“dalaws”, online inquests, remote notarization, online hearings, and hopefully online bar examinations. We are also upgrading our internal systems to facilitate online payments, renewal of IDs, clearances, certifications and elections, all within our mission to do more, better, faster at IBP.

    Our members welcome a less tedious and costly way of voting for their Chapter Officers and we expect a significant increase in voter turnout from the average 10-30% participation in Chapter elections. This will translate into a broader mandate and more involvement in IBP and Chapter affairs. All Chapters are therefore enjoined to expand and intensify the information drive regarding online voting. Promptly empower, guide and assist your members so that they can effectively participate in the electoral process. The conduct of the Chapter election is one of the rubrics for the Chapter awards. IBP National is prepared to help needy Chapters prepare well for the elections.

    As we are an integrated bar, the measures to ensure voting access and efficiency, vote security and integrity, transparency and accuracy included in the guidelines and the FAQs apply nationwide. The Chapters should not and cannot add undue restrictions and limitations to the option of a member in good standing to vote online. Let us bring IBP closer to all its bona fide members so that we generate participation and dynamism toward a more relevant and caring IBP. Let us act responsibly and selflessly in steering IBP to an orderly and precedent-setting election. Let it be one of our worthy legacies.

    Please post in all the halls of justice in your area and on all your Chapter social media platforms this memo as well as its attachments (Guidelines, Supreme Court Resolution, FAQs). Share and disseminate them well.

    Attached also is the official directory of Chapter email addresses and contact numbers compiled by IBP National Staff from data and information coming from the Chapters. Please check its accuracy. If we do not receive any notice of correction from you within three days, we shall publicize such data to help Filipino lawyers connect with their Chapters.
